無作為に選ばれた市民が公共的な課題について熟議し、その成果を政策形成や更なる議論につなげるミニ・パブリックス(無作為選出型の市民会議)は、近年、世界各地で大きな広がりを見せています。日本でも、自治体や市民団体、研究機関を始めとして多様な主体が、この仕組みを活用して地域や社会の課題に取り組む実践を重ねてきました。

日本ミニ・パブリックス研究フォーラムでは、2015年の発足以来、諸外国での動向を紹介しつつ、国内の関係者が経験や知見が交流する場として、毎年12月にフォーラムを開催しています。11回目となる今回は、無作為選出された住民による「自分ごと化会議」を各地で行ってきた構想日本の加藤秀樹代表をお招きし、市民会議を通じた民主主義の再生の可能性についてご講演いただきます。後半では、具体的な事例を取り上げ、コメンテーターのコメントも交えて、無作為選出による市民の熟議の意義と課題を、多角的に議論します。

国内外で民主主義が揺らぐ今、本フォーラムを通じて多様な実践と研究の知見を交わしながら、「民主主義が直面する課題に対してミニ・パブリックスは何ができるのか」を共に考える機会としたいと思います。ミニ・パブリックスの実践や研究に各方面で関わる方々はもちろんのこと、このテーマに関心を持つ幅広い市民の皆様の参加をお待ちしています。
