The European Citizens’ Initiative (ECI) is a unique tool that allows EU citizens to directly influence policy-making by proposing legislation to the European Commission. To launch an ECI, a group of at least seven organisers from at least seven different EU Member States is required. Once registered, an initiative must gather at least one million signatures from EU citizens within one year. Additionally, minimum thresholds must be met in at least seven Member States to ensure broad support across the EU.
