The Cybersecurity Assessment Tool (CAT) is designed to measure the maturity, resiliency, and strength of an organization’s cybersecurity efforts.

Nonprofits and civil society organizations around the world are constantly using technology to streamline operations, engage with communities, manage funding, and advocate for crucial causes. As technology has evolved, we have also seen an increase in surveillance, digital authoritarianism, and targeted digital threats. This raises the already important issue of cybersecurity within civil society organizations, groups and collectives. However, finding where to begin and understanding the best way to tackle this topic can feel daunting, even for the best-resourced organizations. That’s why this tool was created!

The Cybersecurity Assessment Tool (CAT) is designed to measure the maturity, resiliency, and strength of an organization’s cybersecurity efforts. This questionnaire was created with busy civil society organizations, nonprofits, nontechnical grant makers and grantee partners in mind, and we hope it helps shine some light on a recommended path forward for any organization undertaking a cybersecurity journey.

CAT was originally designed to assist Ford Foundation’s BUILD grantee partners. Since 2025, The Engine Room has been maintaining the tool, ensuring it remains up-to-date and secure, while actively working to reach new users across the globe, with a particular emphasis on the Global Majority. The Engine Room supports social justice movements to use technology and data in safe, responsible and strategic ways. We believe every organization should have the tools, guidance, and capabilities to protect itself from digital security threats, ensuring the safety of its members. This can be achieved by adopting infrastructures that are adaptable to the evolving needs and contexts of the organization and its members. CAT and The Engine Room can support you through that journey.
